As Franklin Templeton’s Chief Market Strategist and Head of the Franklin Templeton Investment Institute, Stephen Dover leverages the knowledge of the firm’s autonomous investment teams to provide global capital market and long-term investment insights internally and to clients. The Franklin Templeton Investment Institute harnesses the depth and breadth of the firm’s global investment expertise and extensive in-house research capabilities to deliver unique investment insights to clients. Mr. Dover is a member of Franklin Resources' executive committee, a small group of the company's top leaders responsible for shaping the firm's overall strategy.

Prior to his current role, Mr. Dover served as Executive Vice President, Head of Equities for Franklin Templeton, leading the firm's equity investment teams. He has also served as Chief Investment Officer of the firm’s Emerging Markets Equity group and local asset management teams. Previously, Mr. Dover was a founder and chief investment officer of Bradesco Templeton Asset Management (BTAM), a joint venture between Franklin Templeton and Banco Bradesco in Sao Paulo, Brazil.

Prior to joining Franklin Templeton in 1997, Mr. Dover was a portfolio manager with Vanguard where he co-managed an equity income strategy. He also worked for Towers Perrin Consulting (now Willis Towers Watson) in New York, London and San Francisco.

Over the course of his 40 years in the investment industry, Mr. Dover has lived in China, Europe, Brazil and the United States. Mr. Dover holds a B.A., with honors, from Lewis and Clark College and an M.B.A. in finance from The Wharton School of the University of Pennsylvania. He is a Chartered Financial Analyst (CFA) charterholder. Mr. Dover is on the Board of Trustees of Lewis and Clark College and Law School.
John Bellows, Ph.D., CFA

John Bellows, PhD, is a Portfolio Manager in Western Asset’s Pasadena office focusing on US broad market strategies. In 2018 he took on an elevated role in the Global Portfolios Team, where he is a leading voice for US and global macro strategies. John is a member of the US Broad Strategy Committee, which formulates domestic investment themes and strategies, as well as the Global Investment Strategy Committee, which is responsible for setting policy and providing strategic investment oversight for the Firm.

He joined the Firm in 2012 as an Investment Management Strategy Analyst before assuming his current role. Prior to joining Western Asset, John served at the US Department of the Treasury, as the Acting Assistant Secretary for Economic Policy. John holds a Bachelor of Arts in Economics from Dartmouth College, where he graduated magna cum laude, and a PhD in Economics from the University of California, Berkeley. He is also a CFA® charterholder.

Sonal Desai, Ph.D. is executive vice president and chief investment officer of the Franklin Templeton Fixed Income. In this role, Dr. Desai oversees Franklin's Municipal, Corporate Credit, Floating Rate, Securitized, Multisector, Global (including Emerging Markets), Money Market, and Local Asset Management Fixed Income teams. She is a member of Franklin Resources' Executive Committee, a small group of the company's top leaders responsible for shaping the firm's overall strategy. In addition, she serves on the firm's Management and Investment Committees.

Dr. Desai is also a portfolio manager for a number of strategies, including Core Plus, Strategic Income, Total Return, Low Duration, Global Absolute Return, and Global Aggregate Fixed Income.

Dr. Desai joined Franklin Templeton in 2009 from Thames River Capital in London. Previous to her current role, she served as a portfolio manager with Dr. Michael Hasenstab for the flagship Templeton Global Bond and Templeton Global Total Return strategies, as well as director of research for Templeton Global Macro, shaping the team's research agenda of in-depth global macroeconomic analysis covering thematic topics, regional and country analyses, and interest rate, currency and sovereign credit market outlooks. She started her career as an assistant professor of economics at the University of Pittsburgh, and then worked for over six years at the International Monetary Fund in Washington, DC. Following this, she joined the private financial sector and worked for about five years as director and senior economist for Dresdner Kleinwort Wasserstein in London.

Dr. Desai holds a Ph.D. in economics from Northwestern University and a B.A. in economics from Delhi University. She was part of the Templeton Global Bond Fund portfolio management team named Morningstar's Fixed Income Manager of the Year in Canada in 2013.
Francis Scotland

Francis joined the firm in 2006 and has developed a proprietary global macroeconomic research structure to support the fixed-income group's investment process, and also provides investment ideas and strategic asset allocation recommendations.

From 1984 until 2005, Francis was a principal of the BCA Research Group ('BCA'), formerly the Bank Credit Analyst, and head of global investment strategy. BCA is well known in the investment community for providing high quality and independent top-down macro forecasts and investment strategy.

In addition to his strategist's role, he drove product development at the firm and contributed to its growth until the firm was sold in 2001. In the final three years at BCA, Francis was Editor-in-Chief of all the firm's investment research products. He spent several years in the policy departments of the Bank of Canada in the early 1980s working in the areas of monetary, economic and financial analysis. Francis has a Master's degree in Economics from the University of Western Ontario in London, Canada and an Honors BA in Economics from Queen's University in Kingston, Canada. He has lectured at a variety of economic, financial and investment conferences/seminars across North America, Asia and Europe and has written several editorials and essays for a range of financial publications including the Financial Times of London.
